The client
Teladoc Health is a major international virtual healthcare organisation delivering technology-enabled healthcare services across multiple markets.
Its UK operation provides a range of virtual clinical and wellbeing services, including remote GP consultations, mental health support, physiotherapy, second medical opinions and other digitally delivered healthcare services.
Today, Teladoc Health reports more than 100 million members globally and over 8 million lives covered in the UK.
As part of establishing and developing its regulated healthcare services in England, Teladoc Health UK required specialist support with its CQC registration and wider regulatory infrastructure.
QMADS supported the organisation with:

- policies and procedures;
- CQC interview preparation; and

The regulatory challenge
Virtual healthcare creates a different regulatory environment from a traditional clinic.
Although consultations may take place by telephone, video or digital platforms, providers remain responsible for ensuring that regulated healthcare activities are delivered safely and within the appropriate CQC framework.
For a large digital healthcare provider, this requires consideration of areas including:
- remote clinical consultations;
- clinical responsibility and accountability;
- prescribing and medicines management;
- safeguarding;
- patient identification and consent;
- clinical record keeping;
- remote workforce governance;
- incident and complaints management;
- quality assurance; and
- leadership oversight.
The challenge was therefore not simply obtaining CQC registration.
The wider requirement was to ensure that the organisation's registration, policies, governance arrangements and leadership responsibilities were aligned with the way healthcare was actually being delivered remotely.

CQC Registration
We assisted with the CQC registration process, ensuring that the proposed service model and regulated activities were appropriately represented within the application.

Treatment of Disease, Disorder or Injury
Policies and Procedures
QMADS supported the development of policies and procedures appropriate to a digital healthcare environment.
The policy framework needed to reflect the practical realities of remote clinical delivery, including safeguarding, medicines management, clinical governance, information management, complaints, incidents and quality assurance.
The objective was not simply to produce documentation for registration, but to create a framework that could support the ongoing operation of the regulated service.
CQC Interview Preparation
QMADS supported the organisation's leadership with preparation for the CQC registration interview.
The preparation focused on ensuring that those responsible for the service could clearly demonstrate their understanding of:
- patient safety;
- clinical governance;
- safeguarding;
- medicines management;
- staffing and competency;
- quality assurance; and
- their regulatory responsibilities.
For a large and complex organisation, leadership must be able to explain how governance works within the specific service model rather than relying on generic compliance responses.
Governance Support
QMADS also provided governance support around the regulated service.
This was particularly important because virtual healthcare can involve geographically dispersed patients, clinicians and digital systems.
The organisation therefore needed clear arrangements for monitoring quality, managing clinical risk, overseeing clinicians, reviewing incidents and complaints, and maintaining senior management oversight.
The aim was to ensure that the regulatory framework remained practical and scalable as the service developed.

Teladoc Health UK successfully established its CQC-regulated healthcare operation.
The organisation is currently registered for:

Treatment of Disease, Disorder or Injury
Teladoc Health has subsequently developed into a substantial virtual healthcare organisation, reporting more than 100 million members globally and over 8 million lives covered within the UK.
That growth is Teladoc Health's achievement.
